Traditionally the richest area in New York, Manhattan is still home to most of the money and power. Bolas' henchmen congregate here and keep their area of the city strictly rebel free.

 

Here you can get picked up just for looking at someone the wrong way, and those who are taken away by the 'police' usually aren't seen again. Those who aren't on Bolas' side definitely tend to avoid Manhattan.
